§ 90-9. Proportional basis of user charges.

  • (a)

    Each user shall pay for services provided by the city based on his use of the water and wastewater systems as determined by water meter or wastewater meter readings acceptable to the city.

    (b)

    Each customer class shall pay a user charge rate for operation and maintenance, which shall include replacement of the city's water and wastewater treatment facilities as shall be adopted by resolution. The rate schedule shall consist of fixed and variable monthly charges necessary to meet all expenses.

    (c)

    Any user which discharges any pollutants (as defined in section 90-121) which causes an increase in the cost of managing the effluent or the sludge from the city's wastewater treatment facilities, or any user which discharges any substance which singly or by interaction with other substances causes identifiable increases in the cost of operation, maintenance, replacement of the wastewater treatment facilities, shall pay for such increased costs. The charges to each such user shall be as determined by resolution of the city commission.

    (d)

    The user charge rates established by resolution, and otherwise established in this chapter for high strength wastes, shall apply to all users of the city's wastewater treatment facilities, except for users located within unincorporated Palm Beach County, Riviera Beach, the Town of Palm Beach, and Lake Worth.
