§ 62-57. Holidays.
(a)
Certain holidays recognized. The following days shall be holidays for the purposes of this article:
New Year's Day—January first
Martin Luther King Day—Third Monday in January
Washington's Birthday—Third Monday in February
Memorial Day—Last Monday in May
Independence Day—July Fourth
Labor Day—First Monday in September
Columbus Day—Second Monday in October
Veterans' Day—November eleventh
Thanksgiving Day—Fourth Thursday in November
Thanksgiving Holiday—Friday following Thanksgiving
Christmas Day—December twenty-fifth
and every day specifically designated by resolution of the city commission.
If any recognized holiday shall fall on a Sunday, the following Monday shall be observed as a holiday, and if any holiday shall fall on a Saturday, the preceding Friday shall be observed as a holiday.
(b)
Leave of absence with pay allowed on holidays. All employees shall be allowed leave of absence with pay on every recognized holiday. If any person's working schedule, in the opinion of the department head, will not permit such leave of absence, such person shall receive an extra day's pay at the regular rate in lieu thereof, and if such person's working hours during such week shall exceed his normal workweek, he shall be additionally compensated for all time worked in excess of his normal workweek at the rate of 1½ times his regular rate of pay, or, in the discretion of the department head, be given compensatory time off with time at the rate of 1½ times the actual hours so worked. If a recognized holiday falls on a person's day off, he shall be compensated by leave of absence with pay on another day, or, in the discretion of the department head, he shall receive an extra day's pay at his regular rate. In the event a recognized holiday falls during the absence of a person while on annual leave with pay or sick leave with pay, he shall be allowed leave of absence with pay on such day as a holiday and such day shall not be charged against such person as annual or sick leave. In the case of regular part-time employees, holiday benefits as described in this subsection shall be computed according to the ratio that their workweek bears to full-time employment.
