  • The downtown area includes all lands lying within boundaries described as:

    A parcel of land lying within the limits of the City of West Palm Beach, Florida, being more particularly described as follows:

    Beginning at the intersection of the centerlines of the channel of the Intracoastal Waterway (Jacksonville to Miami), as it traverses the waters of Lake Worth and as the centerline is shown on the right-of-way maps on file in the Office of the United States [Army] Corps of Engineers (Jacksonville District), with the easterly extension of the centerline of Palm Beach Lakes Boulevard (formerly 12th Street) as the right-of-way of Palm Beach Lakes Boulevard (12th Street) is shown on the plats of the following subdivisions: Gruber-Carlberg, Plat Book 7, Page 63; Franklin Park, Plat Book 7, Page 47; Freshwater Addition, Plat Book 8, Page 22, Lake Avenue Addition, Plat Book 10, Page 32; thence from said point of beginning run westerly along the easterly extension of the centerline of Palm Beach Lakes Boulevard (12th Street) and along the said centerline of Palm Beach Lakes Boulevard (12th Street) to its intersection with the centerline of the main track of the Seaboard Coastline Railroad (formerly the Seaboard Airline Railroad); thence southerly along the centerline of the main track of the Seaboard Coastline Railroad to its intersection with the centerline of First Street, as the centerline of First Street is shown on Plat of Clear Lake Park, Plat Book 30, Page 150; thence westerly along the centerline of said First Street, as shown on Clear Lake Park to its intersection with the centerline of Australian Avenue, as shown on Clear Lake Park, Plat Book 30, Page 150; thence southerly and southwesterly along the centerline of Australian Avenue to its intersection with the South line of Section 21, Township 43 South, Range 43 East, Palm Beach County, Florida; thence northeasterly to the northerly right-of-way line of Okeechobee Boulevard, as shown on Plat of Clearwater Park, Plat Book 33, Pages 120 and 121; thence continue along northerly right-of-way line to its intersection with the main line of the Seaboard Coastline Railroad (formerly the Seaboard Airline Railroad); thence southerly along the centerline of the main track of the Seaboard Coastline Railroad to its intersection with the centerline of Old Okeechobee Road extended, as shown on Plat of Sadler's Bonnyview Addition, as shown in Plat Book 7, Page 78; thence northeasterly to the Northwest corner of the bank of the turning basin, a distance of 250 feet, more or less; thence continue easterly and southerly along the bank of the turning basin, a distance of 330 feet, more or less, to the westerly extension of the centerline of L Street, as shown on Plat of Palm Beach Heights Addition as shown in Plat Book 2, Page 74; thence continue easterly on the centerline of L Street as noted, and its easterly extension traversing across Florida East Coast Railroad and Woodlawn North Cemetery, as shown in Plat Book 31, Pages 87, 88, and 89 to its intersection with the centerline of South Dixie Highway; thence southerly along the centerline of South Dixie Highway to the intersection of the westerly extension of the South line of the Plat of Pembroke Place, as shown in Plat Book 2, Page 16; thence continue easterly on said South line of the Plat of Pembroke Place and the South line of Vallowe Court, as shown in Plat Book 7, Page 55, into the waters of Lake Worth and to its intersection with the centerline of the channel of the Intracoastal Waterway (Jacksonville to Miami); thence northerly along the centerline of said channel of the Intracoastal Waterway to the easterly extension of the North line of Pelican Lodge, as recorded in Plat Book 16, Page 21, Public Records of Palm Beach County, Florida; thence westerly along said easterly extension of the North line of Pelican Lodge to its intersection with the centerline of Olive Avenue; thence northerly along the centerline of Olive Avenue to its intersection with the centerline of Hibiscus Street; thence westerly along the centerline of Hibiscus Street to its intersection with the centerline of the mainline track of the Florida East Coast Railroad; thence northerly along the centerline of the said mainline track to its intersection with the centerline of Fern Street; thence westerly along the centerline of Fern Street to its intersection with the centerline of Florida Avenue; thence northerly along the centerline of Florida Avenue to its intersection with the easterly extension of the centerline of the alley in Block 29, original Townsite of West Palm Beach, as recorded in Book 1, Page 2, Public Records of Palm Beach County, Florida; thence westerly along the easterly extension, the centerline and the westerly extension of the alley in said Block 29, to its intersection with the centerline of Georgia Avenue; thence along the centerline of Georgia Avenue to its intersection with the centerline of a spur line of the Florida East Coast Railroad; thence continue easterly along the centerline of said spur track through Block 27, original townsite of West Palm Beach, as shown in Plat Book 1, Page 2, Public Records of Palm Beach County, Florida, to the beginning of a curve concave to the Northwest; thence northeasterly along the centerline of said spur track through Block 51, as shown on the Plat of W.S. Clow's Addition, as recorded in Plat Book 1, Page 60, Public Records of Palm Beach County, Florida, to the centerline of the main line of the Florida East Coast Railroad; thence northerly along the centerline of the said railroad to its intersection with a spur track of the Florida East Coast Railroad as shown on said Plat of W.S. Clow's Addition; thence northeasterly along said spur track and along a curve concave to the Southeast to the South side of Lofton Street as said spur track is shown on the Plat of Railway Addition, as recorded in Plat Book 1, Page 58, Public Records of Palm Beach County, Florida; thence easterly along the centerline of said spur track, along the South side of Lofton Street to the centerline of the Flagler Memorial Bridge; thence continue easterly along the centerline of the said bridge to its intersection with the centerline of the channel of the Intracoastal Waterway (Jacksonville to Miami); thence northerly along the centerline of said channel of the Intracoastal Waterway to the point of beginning; all being located in Sections 15, 16, 21, 22, 27 and 28, Township 43 South, Range 43 East, Palm Beach County, Florida.
