§ 78-482. Storm preparation procedures.

  • (a)

    Upon issuance of a tropical storm warning, hurricane watch, or hurricane warning, each and every contractor, individual or entity shall immediately commence work to secure the public rights-of-way and public property in accordance with the city's storm preparation procedures and shall continue unabated until all preparation work is completed, or until such time the National Weather Service or National Hurricane Center rescinds the watch or warning.

    (b)

    The engineering services department shall prepare, maintain, and publish minimum required storm preparation procedures for preparing and securing projects and work in the public rights-of-way or on public property in the event of a tropical storm warning, hurricane watch, or hurricane warning. Such minimum storm preparation procedures shall include the requirement to secure, store or remove loose construction debris and construction material to protect against the effects of high wind.

    (c)

    Preparation work for tropical storm warnings and hurricane watches should be completed within 24 hours of issuance of such advisory; but in all events preparation work shall be completed no less than 12 hours prior to projected landfall. Preparation work for hurricane warning shall be completed within 12 hours of issuance of such advisory or 12 hours prior to projected landfall, whichever occurs first. Regular work hours, time of day, weekends, or holidays will not be considered as providing any exemption from compliance with required completion time.
