§ 78-211. Generally; definitions.
(a)
In accordance with the procedure set forth in this article, the city commission, of its own volition or upon petition, may vacate or close any public street, road, alley or highway, or any portion thereof, comprising a part of the city street system and all real property dedicated or acquired for transportation or public travel.
(b)
As the terms are used in this article, the term "vacate" means to renounce or disclaim all interests of the city and of the public in and to any land dedicated for transportation or travel by the public. The terms "close" and "closure" mean to prevent, limit or redirect public travel or transportation by structural or traffic modification or direction. The term "subject right-of-way" means any public street, road, alley, place or highway, or any portion thereof to be vacated or closed.
