§ 74-62. Compliance exception.

This article shall not apply to the owners or occupants of land who are able to identify and who provide to the assigned city authority the identification of any person who has caused the unsanitary or illegal condition, provided that such owner or occupant, and any other witnesses he can produce, executes an affidavit to this effect and is willing to become a witness for the city in its proceedings against such person.
