§ 66-152. Automatic stay.
(a)
Procurement which is the subject of a timely protest, as permitted by section 66-151 above, shall be stayed until a final decision by the city commission regarding such protest has been made. The procurement official shall not proceed further with the procurement solicitation which is the subject of the protest until a final decision on the protest has been announced by the city commission except as provided in subsection (b) below.
(b)
Exceptions to automatic stay. The automatic stay referenced in subsection (a) above does not apply (1) if the mayor makes a written determination that the execution of a contract without delay is necessary to protect substantial interests of the city or (2) when a pre-bid or pre-proposal conference is scheduled.
