§ 66-224. Program administration.
(a)
The procurement official has the overall responsibility for administering the small business program. The procurement official shall be responsible for developing, managing and implementing the small business program on a day-to-day basis. The procurement official may promulgate policies and procedures consistent with this article and any federal or state law, regulation or grant requirement.
(b)
The procurement official shall:
(1)
Identify procurement opportunities for small businesses;
(2)
Identify small business availability for the procurement of goods, services, professional services and construction;
(3)
Develop and maintain records of certified small businesses so that small business listings can be made available to potential contractors, subcontractors, material suppliers and providers of goods, services and construction;
(4)
Maintain records to report results of small business participation;
(5)
Promote the city's small business program;
(6)
Provide reports to the city commission at least annually, detailing small business participation in the city's procurement. This report shall include total available dollars and the percentages of small business participation;
(7)
Notice small businesses of available programs that provide technical assistance, including, but not limited to, business planning, financial assistance and other training for small businesses;
(8)
Where appropriate, schedule pre-bid or pre-proposal meetings to inform potential contractors about small business requirements;
(9)
Upon request, provide information and assistance to small businesses on certification procedures, subcontracting practices and bonding requirements;
(10)
Plan and participate in training seminars for the purpose of informing potential bidders/proposers/vendors of the city's small business program.
