§ 66-69. Emergency procurement.

  • Notwithstanding any other provisions of this chapter, the mayor may authorize the procurement official to make an emergency procurement when there exists an immediate threat or danger to public health, safety or welfare, loss of public or private property, or interruption in the delivery of an essential governmental service. The user department director or other requester of an emergency determination shall attest to the conditions that constitute the immediate threat, danger, or service interruption, the type of emergency, the risks associated with delaying corrective actions, estimates of the time, costs, and work required to mitigate the situation, and such other information as the procurement official may require. The procurement official will review and recommend to the mayor whether to make or to deny an emergency determination. If an emergency determination is made, the procurement official shall seek such competition as is practicable under the circumstances. A record of each emergency procurement shall be maintained which contains the nature and amount of the procurement and the name of the vendor or contractor.
