Any vacant appointive position may be filled by reinstatement, by reemployment, by
transfer within the same class, by promotion or demotion subject to the provisions
of this article, or by appointment of a new employee; provided, before a position
in the classified service is filled by reemployment, by promotion, or by appointment
of a new employee, the human resources director shall upon the request of the mayor
prepare and certify an appropriate eligibility register for the class within which
the position falls, and the appointing authority shall make his selection from this
register in accordance with regulations prescribed by the civil service board.
