§ 58-50. Duties and responsibilities.

  • The duties and responsibilities of the parks and recreation advisory committee shall include the following:

    (1)

    As to communication:

    a.

    Participate in an information exchange between neighborhood associations, public and private schools, local businesses and the city commission relating to matters affecting the city's parks and open spaces.

    b.

    Participate in an information exchange with other counties and municipalities and/or governmental agencies relating to matters concerning parks and open spaces generally.

    (2)

    As to cooperation:

    a.

    Serve as a liaison between neighborhood associations, public and private schools, local businesses and the city.

    b.

    Serve as a liaison between the county school board and the city relating to matters affecting the city's parks and open spaces.

    (3)

    As to legislation:

    a.

    Develop recommendations to the city commission regarding proposed local legislation and actions which may be taken in support of parks and open spaces in the city.

    b.

    Develop recommendations to the city commission regarding proposed legislation at the state level.

    (4)

    As to funding:

    a.

    Identify and attract state and federal programs and grants in direct support of city parks and open spaces.

    b.

    Identify any other opportunities for funding in direct support of city parks and open spaces.

    (5)

    As to land use planning and land acquisition:

    a.

    Provide comments to the city commission regarding proposed developments and their impacts upon parks and open spaces of the city.

    b.

    Identify sites or districts within the city which are well-suited for parks and open spaces and which further the objectives of the city in connection with city parks and recreation program.

    (6)

    As to programming:

    a.

    Develop networking strategies for encouraging use of the city's parks and open spaces.

    b.

    Contact businesses within the geographical boundaries of the city and businesses outside the geographical boundaries of the city, but who do business in the city, to provide professional skills, materials, financial or educational support for the city's parks and open spaces.

    c.

    Contact all chambers of commerce and other community groups to implement programs at parks and open spaces within the city that benefit the ethnic, racial and cultural diversity of the city.

    (7)

    As to facilities:

    a.

    Identify types of facilities that would enhance the existing parks and open spaces.

    b.

    Identify types of facilities that would enhance development of future parks and open spaces.

    c.

    Assist in identifying facilities that are outdated and/or no longer meet the needs of the communities served by the park or open space in which the facility is located.

    (8)

    As to beautification:

    a.

    Make recommendations regarding the aesthetic development of the city's parks and open spaces. Such open spaces may include city-owned roadway medians and rights-of-way and such other city-owned public spaces within the city not specifically designated as parks.

    b.

    Make recommendations concerning flowers, vines, shrubs, trees and ornaments in the city's parks and open spaces.

    (9)

    As to community relations:

    a.

    Maintain a continuous public relations effort to improve and promote the public image of city parks and open spaces. This effort should include, but not be limited to, the following:

    1.

    Suggestions regarding placement of favorable material in local media;

    2.

    Assistance in the development of brochures and other materials to be utilized in "marketing" the city parks and open spaces.

    b.

    Recommend ways to improve safety at the city's parks and open spaces.

    As to the recreation strategic plan:

    a.

    Assist in the implementation of the recreation strategic plan.

    b.

    Recommend changes to the recreation strategic plan to the city commission from time to time to meet the changing needs of the community.
