§ 2-157. Head of department.

  • (a)

    The head of the housing and community development department shall be known as the housing and community development director.

    (b)

    It shall be the duty of the housing and community development director to have charge of all market rate and assisted housing and community redevelopment projects of the city. The director shall serve as advisor on housing and community development projects to the city commission and other city agencies. The powers, duties and responsibilities of the director shall be to:

    (1)

    Develop plans and programs to provide decent, safe and sanitary living accommodations for persons of all income, including federal, state and local programs for persons of low income and including, but not limited to, the rehabilitation or renovation of housing and rental assistance programs, and to administer such plans and programs as approved by the city commission.

    (2)

    Develop plans and programs to stimulate development of market-rate housing and promote public/private partnership and investment in neighborhood development.

    (3)

    Recommend principles, policies and objectives for action by public officials and private developers for the revitalization and redevelopment of the city.

    (4)

    Provide other city officials and departments with advice and recommendations concerning the city's affordable housing developments and the relation of specific improvements to the comprehensive plan.

    (5)

    Research, coordinate and develop the city's community development strategies.

    (6)

    Serve as liaison between social service entities that serve children and families including social and health agencies, schools, civic groups, faith-based organizations and other city and county departments to identify programs currently being provided and identify gaps in social service programs.

    (7)

    Assess existing programs for duplication and use federal, state and local funds to enhance the city's strategies and response to community development issues.

    (8)

    Oversee community resource centers that provide community assessment, referrals and direct services to city residents.
