It shall be unlawful for any person to engage in or to conduct any business as a secondary
metal recycler, junk merchant, or junk peddler, as defined by this article, in the
city, without first making application for, and having obtained, a certificate of
use as set forth in chapter 22, article II, of this Code, and complying with the provisions of this article.
