In case any suspicious or known dishonest person shall offer for sale to any secondhand
goods dealer, its employee, agent or servant, any article of value or virtue and the
secondhand goods dealer, its employee, agent or servant has reason to believe from
any circumstance that the same has been stolen or acquired by dishonest means, it
shall have the duty to at once report the same to the city police department.
