Article I. IN GENERAL |
§ 18-1. Fee schedule.
(a)
Generally. Permit fees, charges and expenses for permits to construct, erect, alter, repair, enlarge, move, or demolish any building or structure, or to erect, install, enlarge, alter, repair, remove, correct, or replace any electrical, gas, mechanical or plumbing system, shall be established by resolution of the city commission and shall be maintained on file in the construction services department.
(b)
Primary permit fees. Primary permit fees shall include the fees for subpermits, provided that all applicable subcontractor qualifier signatures are on the application and plans include the details of all subcontractor work. Alarms, sprinklers, signs, pools, fire sprinklers and other associated work requires separate application, permits and fees. Failure to include the required information at the time of application shall require that a separate permit be issued with appropriate fees being charged to the applicant.
(c)
Fire rescue department plan review fee. In addition to the fees, charges and expenses set out in this section, the city shall charge for the review of plans and inspection of construction provided by the city to determine compliance with the Fire Prevention Code of the National Fire Protection Association, NFPA No. 1, 1985 edition, as adopted as the fire code of the city in section 38-31 of this Code.
(d)
Permit/plan filing fee. All permit fees must be paid in full at time of permit application. For work having an estimated value greater than $200,000.00, an application may be filed with payment of 30 percent of the estimated fees for plan review purposes. The balance of the permit fee shall be paid in full prior to issuance of the permit. These payments shall be nonrefundable.
(e)
Major working drawing review fee. An owner, architect or their representative may file complete working drawings for plan review without applying for a permit therefor for a fee. The review fee will not be applied to the permit fee and is not refundable. This plan review is available only for jobs having an estimated value greater than $100,000.00 and provides only one checklist. Any further reviews resulting in additional checklists shall be charged an additional fee.
(f)
Certificate maintenance fee. Pursuant to the provisions of F.S. §§ 468.631 and 166.201, the building official shall collect a surcharge per square foot of under roof floor space permitted, including new construction, renovations, alterations and additions, relative to the above building permit fees.
(g)
Radon surcharge. Pursuant to the provisions of F.S. §§ 404.056 and 166.201, a surcharge is assessed per square foot under roof floor space permitted for new construction. For additions, alterations, or renovations to existing buildings, the square footage shall be computed on the basis of the square footage being added, altered, or renovated.
(h)
Training surcharge. In addition to the permit fees in this section, a training surcharge shall be charged and be reserved to fund the cost of educational materials, seminars and conferences, and training of such building personnel required to be certified in accordance with F.S. ch. 468.
