    (c)

Fire rescue department plan review fee. In addition to the fees, charges and expenses set out in this section, the city shall charge for the review of plans and inspection of construction provided by the city to determine compliance with the Fire Prevention Code of the National Fire Protection Association, NFPA No. 1, 1985 edition, as adopted as the fire code of the city in section 38-31 of this Code.

The balance of the permit fee shall be paid in full prior to issuance of the permit. These payments shall be nonrefundable.

    (e)

Major working drawing review fee. An owner, architect or their representative may file complete working drawings for plan review without applying for a permit therefor for a fee. The review fee will not be applied to the permit fee and is not refundable. This plan review is available only for jobs having an estimated value greater than $100,000.00 and provides only one checklist. Any further reviews resulting in additional checklists shall be charged an additional fee.
